give further consideration to the matter in the light of the representations made by the Governor of Hong Kong. This can be done after the letter to Mr. James and the telegram to the Governor have gone off.
We might, of course, in the meantime get some Treasury reaction.
I proposed, on the file referred to above, that no approach should be made to the Treasury on the other matters which were discussed, namely the waiving of a contribution by the Colonial Governments towards the cost of military administration, the charging of the compensation to be paid for the North Borneo rights to H.M.G. and the conversion into a free grant of part of the advances which have been issued to Hong Kong from The action which Imperial funds as loans in aid.
was approved on that file, however, involved an approach to the Treasury and if it is decided to adhere to that action, the draft which was prepared will require some modification in view of these representations from Hong Kong.

As regards the provision included in the estimates for special expenditure, I have suggested on the file containing the correspondence relating to the question of raising a loan to meet this expenditure, that the items included by the Governor should be further examined with a view to confirming that they are all items which can
